In 2022, architects Bastidas y Salinas and Emilia Monteverde spearheaded the Sucre Boulevard urban renewal project in El Hatillo, southeast of Caracas, Venezuela. The area, designated a national monument for its historical significance and colonial architecture preservation, faced connectivity and service deficiencies despite its considerable tourist appeal.
Prioritizing Pedestrians: A Vision for Change
The project aimed to rejuvenate a neglected urban area plagued by traffic congestion and the occupation of streets by idle vehicles, resulting in the neglect of public spaces. To address these challenges, the primary strategy focused on prioritizing pedestrians, restricting vehicular traffic, widening sidewalks to deter parked cars, and crucially, integrating pedestrian flow throughout the intervention area by eliminating sidewalks.
Bridging Tradition and Innovation
El Hatillo provided a unique opportunity to balance tradition and innovation. Materiality played a pivotal role in establishing connections with existing elements while allowing for experimentation with geometric forms defining various spaces. A radial composition pattern, adaptable to circumstances, facilitated connectivity between commercial areas and key points like Santa Rosalía Street and Sucre Plaza, both integral components of the revitalization effort.
Tectonics and Atmosphere: Shaping Urban Identity
Stamped and brushed concrete emerged as the primary material for pavement and urban furniture, complemented by stone slabs for planter containment and stainless steel railings enhancing the elevated Sucre Plaza. The design ethos aimed to create an inviting atmosphere, encouraging exploration and interaction with the urban environment.
Inviting Exploration: Urban Furniture as Catalysts
Furniture design played a pivotal role in encouraging spontaneous exploration and engagement with the urban landscape. Curved benches and seemingly random arrangements of concrete spheres fostered a sense of continuity and fluidity, transforming the city into a playful realm and a communal gathering space.
The Sucre Boulevard revitalization project stands as a testament to innovative urban design strategies aimed at restoring vitality to neglected urban areas while honoring their cultural heritage. By prioritizing pedestrian needs, embracing tradition while embracing innovation, and fostering inviting urban atmospheres, the project exemplifies a holistic approach to urban revitalization.
