Transforming Parque Xicoténcatl: A Sustainable Urban Intervention

In 2021, Taller Capital embarked on a transformative project to revitalize Parque Xicoténcatl, located in Tijuana, Mexico. Built over a former debris-filled ravine on the outskirts of the city, the park has become a symbol of sustainable urban development and community engagement.

Addressing Community Needs

Originally intended to address basic infrastructure needs such as sidewalks and ravine cleaning, the project evolved to meet the pressing need for public and recreational spaces in the community. Taller Capital recognized the importance of creating inclusive spaces that catered to the needs of residents living in the area.

Innovative Construction Techniques

To overcome the challenges posed by the steep terrain and limited resources, the project utilized a popular and vernacular construction technique known as llantimuro or tire-wall. By repurposing millions of used tires imported from the USA, which were often discarded in border cities like Tijuana, the team constructed earth and concrete platforms held together by tire-wall contention walls. This approach not only provided sustainable solutions but also utilized existing on-site debris effectively.

Fostering Community Connectivity

The redesigned Parque Xicoténcatl now serves as a hub for public and recreational activities, bringing together residents from both sides of the ravine. The earth and concrete platforms offer spaces for social interaction, leisure, and relaxation, fostering a sense of community and connectivity among residents.

Climate Resilience and Risk Reduction

In addition to its social and recreational benefits, the intervention also addresses climate resilience by implementing a risk reduction strategy. Canals were constructed to guide rainwater runoff away from inhabited areas, diverting it towards lower lands and eventually into the sea. This proactive approach to managing rainwater helps mitigate the impact of extreme weather events and reduces the risk of flooding in the surrounding area.

A Model for Sustainable Urban Development

Parque Xicoténcatl stands as a testament to the power of innovative design and community-driven development. By repurposing waste materials and embracing vernacular construction techniques, Taller Capital has created a sustainable public space that meets the needs of the community while promoting environmental stewardship. As cities continue to grapple with urbanization and climate change, projects like Parque Xicoténcatl offer a blueprint for inclusive and resilient urban development.
